Portuguese outlet A Bola claim the Gunners are prepared to make a £70m bid to sign the Portugal internationals.
Olivier Giroud has hinted that he wants to stay at Arsenal, amid reported interest from Everton.
"I want to carry on my good journey at Arsenal and I always want to give my best," he told the club website. "I would love to win another title, or maybe more until the end of my contract."
Giroud is under contract with the Gunners until 2020.
The Sun are reporting that Arsene Wenger will stage "crisis talks" with Alexis Sanchez and Hector Bellerin this week.
Wenger will apparently tell Bellerin he will not be allowed to join Barcelona, but the Gunners face a "tougher battle" to keep Sanchez, who has a year left on his deal.
