The club have also signed PSV Eindhoven midfielder Davy Propper in a £6million deal – a club record transfer.
The Seagulls wanted tie up the deal for Propper, 25, in time for him to make his debut against City.
The fee exceeds the £5m the club paid for Ryan from Valencia earlier this summer.
