There's no reason why not - other than the fact he plays for Burnley. To be fair, Ben Mee has performed consistently well at the top level for a longer period than Tarkowski, so I actually think if there was a gap in the squad for a centre back, it should go to Mee.
However, Gareth Southgate is the latest in a long line of FA yes men who will only stick with safe call ups.

We’re not overly-blessed with centre halves are we, so if he was to keep up these performances then I’m sure he can’t be ignored.
Having said that, Ben Mee has been very consistent but hasn’t been linked at all. I was slightly concerned at the end of last season with Tarks as there were one or two sloppy goals conceded but this season he’s stepped up and put in some great performances.
Hopefully, both will get the recognition they deserve.

Under Sean Dyche's guidance both Michael Keane and Tom Heaton have became established England internationals so I don't see why the same can't happen for James Tarkowski.
His performance at Goodison Park was his best in a Burnley shirt in my opinion and if he can re-produce that form for the majority of this season then surely Gareth Southgate has to look him before the World Cup finals, but he must continue to perform at the level he did against Everton.
