The bid was worth around £8million, while Newcastle value the 23-year-old at £15m.
Newcastle are also said to be reluctant to sell to a direct rival.

Brighton and Newcastle each have 23 points from their first 24 Premier League matches, leaving them hovering dangerously above the relegation zone.
Both sides have struggled in attack this season. Only Swansea have netted fewer goals than Brighton, who have managed just 17, while Newcastle have scored just 22.
Serbia international Mitrovic started the season in good form, netting on each of his first three outings for club and country.
But he has not scored since early September and has only made six PL appearances — all as a substitute — throughout the entire campaign.
Speaking to Zurnal last month, Mitrovic announced his intention to leave Newcastle in search of more first-team opportunities.
'I have persistently waited for the chance over the past months and I do not welcome it,' Mitrovic told the Serbian outlet.
'I'm sorry, after all, I loved Newcastle but it's time for me to look more myself, to find the best solution for my career.
'I tried to be honest with myself and my team-mates at every training and match. And the fact that I did not get a chance is simply not up to me. Everyone knows that I was left unintentionally in the background.'
