The FA, custodians of the game at all levels, now stand accused of failing to provide that.
Romelu Lukaku was caught on video clearly attempting to kick an opponent twice. The second attempt to kick Brighton full back Gaetan Bong looked to be successful — although even trying to kick another player is enough for a red card — and yet Lukaku was on Monday exonerated by the FA and allowed to play in Manchester United’s next three games.

Watford, Arsenal and Manchester City must all be asking if there are other reasons behind the leniency shown to the country’s biggest club. The inconsistency doesn’t end there.
Last week the FA suspended Everton’s Oumar Niasse for two matches for simulation which deceived a match official after he won a penalty against Crystal Palace. Yet five weeks earlier Watford’s Richarlison escaped sanction for his penalty-winning fall against Arsenal.
The issue seems to be that a unanimous decision is required from the three people chosen to review incidents. Getting consistent decisions from one person is hard enough. Getting consistency and unanimity from three looks impossible.
