The Slovakian international, 30, appeared to deliberately stamp on the United stopper in the closing stages of the Reds' 2-1 defeat to United yesterday afternoon.
The incident sparked a melee and referee Martin Atkinson had to restrain both sets of players.
Speaking after the match, Reds boss Brendan Rodgers defended Skrtel and claimed the centre-back only had eyes for the ball.
"I have seen the Martin Skrtel incident," Rodgers said.
"The ball was played through but it probably looks worse in slow motion.
"It looks like he is trying to get a nick on the ball, to get a toe on the ball but the ball went into the goalkeepers hand.
"'Martin is not that type of player, he was just a fraction out."
If Skrtel is found guilty of stamping on De Gea, the Slovakia captain will miss the Reds' next three games against Arsenal, Blackburn Rovers and Newcastle.
