Luiz is familiar with the city having spent two years living there from 2014-16 as a Paris Saint-Germain player in between spells at Chelsea.
The 30-year-old won two Ligue 1 titles during his time at the Parc des Princes before returning to Chelsea for £32million back in August 2016.
Cesar is an Italian restaurant located five minutes away from L'Arc de Triomphe which regularly attracts star footballers.
